Cameron Cook is a principal financier with Amber Infrastructure, an organisation formed in 2009 out of the highly successful PPP business previously conducted by Babcock & Brown. Cameron has been working with this team since 2001, primarily in the PPP/PFI sector with a particular focus on NHS LIFT projects. He has worked on the development activity and financial closures on more than 25 separate LIFT primary and social care centres, and is actively involved in all Amber LIFT areas. Prior to joining Babcock & Brown he trained as a Chartered Accountant with Ernst & Young, where he qualified as an ACA in 1998 and worked within the project finance team of the corporate finance practice. He is a Director of several companies within the Amber stable of LIFT franchises, and also of Integrated Health Partners Limited.
Giles Frost

Giles Frost has a law degree from the University of Oxford and is a qualified solicitor. Giles is a founder and an executive director of Amber Infrastructure Group. Giles has worked on project finance and PPP transactions since 1992 and has been involved in the origination, development, management of and investment in an extensive number of social infrastructure projects in the accommodation and transport sectors. Giles was instrumental in the creation of the specialist infrastructure investment company International Public Partnership Limited which is listed on the London Stock Exchange and where he is a director and leads the investment advisory team. Prior to founding Amber Infrastructure Group, Giles was joint head of the PPP business in Europe within Babcock & Brown.

Prior to joining Ashley House in 1998 Jonathan Holmes followed a career in sales and marketing with an emphasis on setting up new ventures. In the 1990s he worked in the City for Thomson Financial Services and latterly the capital markets and Eurobond regulator ISMA. At Ashley House he is responsible to all stakeholders, shareholders, employees, clients and trading partners, for ensuring the continued commercial success of the business.
David Hartshorne

David Hartshorne is a Chartered Civil Engineer with an MBA and over 30 years experience in the construction industry, including fifteen years leading major PFI/PPP projects. He trained as a bridge design engineer and subsequently spent time in the UK and overseas with Cementation. He was the Chief Executive of ExcellCare, a joint venture between John Laing and Bank of Scotland, when it achieved Preferred Partner status on 6 LIFT projects for the development of Primary Care facilities.
Prior to joining Laing, he was the Implementation Director for Union Railways during construction of the Channel Tunnel Rail Link. In 1997/8 he led the Kvaerner team that negotiated the contracts for the Queen Elizabeth Hospital PFI development, a first wave acute hospital project. From 1994 to 1997 he was the Concessionaire’s Technical Director during design and construction of the $US1bn Tagus Crossings in Lisbon. He acts as the Company’s Chief Operating Officer and is assuming the Project Director role for this project in light of his previous and directly relevant experience

David Allen

David Allen joined G4S Integrated Services after a successful career with Compass Group in both senior operational and business development roles. Developing an innovative new service solution for the care market and then leading the sales activity to build market share for Compass.
David operated FM and catering services in the care market for three years, running over 30 care homes in the UK and five acute hospitals. Prior to healthcare, he worked in education, business and industry, selling and operating soft and hard FM contracts. Management of change is crucial for business continuity and David has a proven track record leading several management and organisational change projects from conception through implementation and back to steady state.
